Getting Started
Lucky Pem is Bhutan's 24/7 digital draw platform with the tagline 'Unlucky in love'. It offers Scheduled Pools (Daily, Weekly, Monthly), Sized Pools with fixed participant counts, Creator Pools — custom draws set up by any user, and Groups for collective play. Play via the web or the Telegram Mini App with complete transparency and instant prize payouts.
There are two ways to sign up. On the web, click 'Login' and scan the QR code with your BhutanApp — your account is created instantly using your BhutanApp credentials. On Telegram, open the Lucky Pem Mini App and follow the quick in-app registration flow.
Only if you're using the website. Web users authenticate through BhutanApp. Telegram users register directly inside the Telegram Mini App — no BhutanApp required.
Lucky Pem currently supports DK Bank only for all wallet top-ups and cash outs. This is the primary bank for our initial launch, with support for other banks planned for the future. Your DK Bank account must be linked during registration.
Yes. Lucky Pem operates under a Gelephu Mindfulness City (GMC) license and is in full compliance with relevant regulations. All draws use cryptographically secure HKDF-SHA256 algorithm with drand beacon randomness, and every draw result is verifiable on the Draw Sessions page. All transactions are encrypted end-to-end.
Wallet & Payments
To add money, you first need to link your DK Bank account. Once linked, click on your wallet balance in the header, select 'Add Money', enter the amount, and confirm. Funds are typically credited within seconds.
The minimum top up is Nu. 50. There is no platform-imposed maximum — your bank's daily transaction limit applies.
Go to your Wallet page, click 'Cash Out', enter the amount (minimum Nu. 1,000), and confirm to your linked DK Bank account. Cash outs are processed within 24 hours everyday.
Lucky Pem applies a 15% platform fee and other charges on pool entries to support the service. Your bank may also apply its own standard transaction charges.
If a payment fails, no amount is deducted from your account. You can retry the transaction or contact your bank if the issue persists.
Scheduled Pools
Scheduled Pools are recurring draws that run automatically on a fixed schedule — Daily, Weekly, and Monthly. Each pool has a set entry fee and a minimum number of participants required before prizes are paid out.
Daily pools cost Nu. 50 per entry and require at least 50 participants. Weekly pools cost Nu. 150 and require at least 100. Monthly pools cost Nu. 250 and also require at least 100 participants.
Each Scheduled Pool has three prize tiers. Tier 3 and Tier 2 pay fixed amounts per winner, with winner counts scaling as a percentage of total participants. Tier 1 (Top Prize) is floating — it absorbs the remaining prize pool after the lower tiers are paid, so the top prize grows as more people enter.
If a Scheduled Pool doesn't reach the minimum participant count by its deadline, the pool is rolled over to the next cycle. Your entry is carried forward automatically — no action needed on your part.
Yes, you can purchase multiple entries for the same pool. Each entry is an independent ticket with its own equal chance of winning.
Sized Pools
Sized Pools are draws with a fixed number of slots. The draw executes immediately as soon as all slots are filled, regardless of time. This provides a faster, more dynamic gaming experience.
Browse the Sized Pools section on the home page. Each pool shows the entry fee and the number of slots remaining. Select a pool, choose your number of entries, and confirm to join.
Sized Pools remain open until all slots are filled. There is no time limit, ensuring every pool eventually results in a draw and prize distribution.
Creator Pools
Creator Pools are custom draws set up by any Lucky Pem user. A creator chooses the entry fee, maximum capacity, duration, visibility (public or private), and prize tier structure. Anyone can join a public Creator Pool, or join a private one via an invite link.
Go to the Create Pool section, configure your pool parameters (entry fee: Nu. 10–2,000; capacity: 2–2,000 participants; duration: 1–168 hours), and pay the one-time creation fee. The fee is calculated dynamically based on your pool's size, revenue potential, duration, and visibility settings.
Yes. Creators can set their own fee between 0% and 10% of every entry sold. The fee is deducted before prizes are distributed and goes directly to the creator's wallet when the draw executes. Lucky Pem also takes a fixed 5% platform fee on Creator pools, so the player payout is between 85% and 95% depending on the creator's choice.
You can have up to 5 active pools open at the same time and create up to 3 new pools per day.
If a Creator Pool closes without reaching the minimum entry threshold, all participant entry fees are automatically refunded to their wallets.
Prizes & Revenue
It depends on the product:
•All pools except Creator pools: 85% to winners, 15% platform fee (includes Scheduled Daily/Weekly/Monthly draws, Event draws, and Jackpot pools)
•Creator pools: 85% to 95% to winners, depending on the creator's chosen fee (0–10% creator fee + 5% platform fee)
•Civic pools (National Day, Losar, etc.): 100% to winners, no platform fee
A 0% GST applies to all entry fees. Tax on winnings is separate — see "Is tax deducted from winnings?" below.
Prizes are instantly credited to the winner's Lucky Pem wallet balance immediately after a draw executes. You can cash out to your linked DK Bank account at any time.
Yes. A 20% tax is automatically withheld on winnings of Nu. 5,000 or more, as required by law. Winnings below Nu. 5,000 are paid in full to your wallet with no deduction.
Winners are selected using cryptographically secure HKDF-SHA256 algorithm combined with drand (Distributed Randomness Beacon) and a commit-reveal protocol. This ensures no single party can manipulate the outcome. The selection process is fully verifiable — every draw session's cryptographic proof is published on the Draw Sessions page so anyone can independently verify the fairness.
No. For your privacy, winners' names are not shown on the platform. Only masked identifiers or anonymous entries are visible in the transparency logs to ensure absolute privacy.
Account & Security
On the website, click 'Login' and scan the QR code with your BhutanApp. On Telegram, just open the Lucky Pem Mini App — Telegram handles authentication automatically.
Lucky Pem uses BhutanApp OAuth (for web) and Telegram's built-in identity verification (for the Mini App). Neither channel uses passwords — your identity is verified by the respective platform, eliminating the risk of password breaches.

All data is transmitted and stored with SSL/TLS encryption. Financial information is processed directly through secure banking gateways — Lucky Pem does not store your raw bank credentials.
Yes. If you registered via BhutanApp on the website and later use Telegram with the same username (CID), your accounts are automatically linked — you'll have one unified account and wallet across both platforms.
Groups
Groups are collective pools where you can team up with others to increase your chances of winning. When any member's ticket wins, the prize is split equally among all active members of the group.
Go to the Groups page and click 'Create New Group'. Choose your group name, set the maximum number of members (2-20 people), and share the invite code. Each user can only be in one group at a time.
You can join a group by entering an invite code shared by the group creator. Go to the Groups page, enter the 6-character invite code, and you'll be added immediately.
All prizes won by group members are pooled together and split equally among active members. Winnings are automatically credited to each member's wallet.
Yes, you can leave a group at any time from the Groups page. However, you won't be eligible for any prizes from tickets purchased while you were a member if those draws haven't occurred yet.
Groups use a shared participation system. All members contribute to group entries. If someone cannot contribute, the group can adjust their participation or the creator can manage member access through the group settings.
Responsible Gaming
Lucky Pem provides comprehensive responsible gaming tools including daily/weekly/monthly spending limits, daily entry limits, maximum single entry amounts, cool-off periods (24 hours to 1 month), and self-exclusion options (1 month to 1 year). Access these through your Profile under Responsible Gaming.
You can set daily, weekly, and monthly spending limits for draw entries. The platform tracks your spending in real-time and prevents purchases that would exceed your limits. You can also set a maximum amount for single entries and limit how many tickets you buy per day.
A cool-off is a temporary pause on your account ranging from 24 hours to 1 month. During this time, you cannot purchase tickets or enter any pools. This helps you take a break if you feel your play is becoming problematic.
Self-exclusion is a serious commitment that blocks all activity for 1 month to 1 year. Once activated, it cannot be reversed until the exclusion period ends. Use this if you need complete protection from any pool participation.

Play streaks track consecutive days or weeks of draw participation. Maintaining healthy streaks can earn you special badges, but streaks reset if you exceed your responsible gaming limits to encourage safe play habits.
Yes, your Lucky Passport is your personal record and is not shared with other users. You can see your own statistics and progress, but these remain private to your account.

All draw results are verifiable on our Draw Sessions page. We publish the cryptographic proof for each draw including the drand beacon random value, commit hash, reveal hash, and the complete algorithmic process used to select winners. You can independently verify any draw result.
drand (Distributed Randomness Beacon) is a publicly verifiable source of randomness maintained by a global network of organizations. We use drand's random values combined with our commit-reveal protocol to ensure no single party can manipulate draw outcomes.
Before each draw, we publish a cryptographic commitment hash. After the draw deadline, we reveal our input and combine it with the drand beacon value using HKDF-SHA256 to generate the final random seed. This two-phase process prevents result manipulation.
Yes. Our winner selection algorithm uses cryptographically secure HKDF-SHA256 with Feistel cipher for entry number generation. All source code for the random number generation and winner selection is publicly verifiable through our transparency tools.
